Yes, the Association does allow for installation of solar panels. You are required and will need to submit a Home Additions or Improvements Form with all of the required documentation listed on the form (#1-5 as applicable). Once completed, please submit it to the Association Office to be put on the agenda for review by the Architectural Control Committee meeting. The ACC Committee meets on the second Thursday of every month. **Please note that solar panel approval is contingent upon all conduit being installed out of open view.

There are currently no restrictions in the CC&R’s as to the number of vehicles a person can have. The City of Sparks may have some restrictions. The Nevada Revised Statutes 116.350 prohibits HOA’s from enforcing streets and sidewalks unless they are in a gated community. This regulation only gives exceptions for recreational vehicles, watercrafts, trailers, utility trailers or some commercial vehicles to the extent authorized and allowed by law.
For other street parking related issues and concerns such as: a) the vehicle is occupied; b) the vehicle is impeding traffic; c) the vehicle is blocking a driveway, or causing an unsafe situation; d) the vehicle is possibly abandoned (parked on the street and not moved for 48 or more hours), please contact the Sparks PD Parking Enforcement Non-Emergency division at 775-353-2231.
Assessments are levied annually and payable during the year in quarterly installments. Assessments in the amount of $127.50 are due and payable, in advance on the 1st day of the 1st month of each quarter (January 1st, April 1st, July 1st and October 1st). An assessment shall be considered late if it has not posted to your account by the 10th. Delinquent assessments will automatically be charged a $10.00 late fee on the 11th day of each quarter. See Assessment Collection Policy for additional information.
Please make certain that your assessment payments are made prior to the 10th to ensure proper posting and avoid a late fee charge. If the due date falls on a weekend or holiday, it is the homeowners responsibility to ensure timely mailing and or online payment submission.
You can complete the complaint form and submit it to the Association for review. Noise nuisance complaints such as excessively loud music, parties, etc. after quiet hours should first be reported to the Sparks PD at the time the incident is occurring.
The Board approved a Vinyl Shed Resolution on September 24, 2015. This resolution states “that the best interest of the membership would be served to allow vinyl sheds which MUST be approved by the Architectural Control Committee on a case-by-case basis, and needs to meet all the shed specifications” (see specs on shed request form) “and have the appearance of a stick built shed.” The color of the shed is required to match the paint color of the house. Please refer to pages 5 & 6, Section J. of the Architectural Control Committee General Guidelines regarding “Accessory Outbuildings and Sheds”. No. Any person who becomes an Owner in The Vistas Homeowners Association is automatically a Member of the Association. Every member, without exception, is expected to adhere to and abide by the requirements of the Association and governing documents.
The Association currently has one community wide garage sale a year. Information regarding the month and date of the sale is provided to each homeowner in advance. Please contact the Association office for additional information.
The Associations governing documents does not have a specific limit on the number of cars a unit can have parked in the driveway or in front of the house. The Association does however have rules that apply to inoperable vehicles and those that leak oil or other fluids in the driveway.
It is a non-profit corporation registered with the State and managed by a duly elected Board of Directors. Its purpose is to govern the community in accordance with the governing documents: CC&R’s, Bylaws, and Articles of Incorporation. The governing documents may be viewed online.
